No, that not an upgrade.

1º And more important, you need Infinity merc, not a reaper merc, that would boost your damage by a lot.

2º You need 105fcr and i think you don't reach (20DF 20mage 20 arach (assuming arrach) 35 spirit = 95) add a 10fcr ring or a 2/10 amu

3º If you get a fcr ring, use mara, is a lot better than tal rasha amu

4º If you can fix your resist with charms, then use enigma instead of CoH (a lot more life, Laek, FRW, more MF...)

Yeah honestly, this doesn't seem that great of a build.

10fcr rings that are decent and 2/10////2/20 ammy's are really expensive, is there any other options for the extra 10%fcr that I need?

Well yes.

Fire ball Ormus' Robes with a cold/fire facet -> more damage but probably res problems
Skin of the vipermagi with cold/fire facet -> should be cheap and with mara you should not have res problems

But, if you already have max res with CoH and not planning to change to enigma (at least not soon, since you may need a lot of 5@ res smc and they are going to be expensive too), any random 2/10 amu is enough until you can get something better or prices go down (seriously even a magic 2/10 can do the job)

So, or any random 2/10 amu or viper + mara, just get the cheap option and try to maintain res up.
