Cant be a good judge of this, but i would venture to say its pretty worthless except for muting (if anything worth 5-25)

I definetly think it's nice for a lower level character. I use a 23% EE Focused Heal V though. It helps out alot, having the extra EE. Yet the low level will take people away from it more often, since they only need them at higher levels so...

15fg at most I'd think
