And further, I recall that the forms of valid ID were not consistent across different kinds of elections, so you end up having a valid form of ID to vote, say, in a state-wide election, but that same form of ID would not be seen as valid in a local election.
These were/are thinly-veiled attempts as voter suppression, which has been rightly opposed. I don't know how anyone interested in protecting constitutional freedoms couldn't impose this.
