As I mentioned above, the character levels are identical. It doesn't matter which level is used in the calculation. Furthermore, I have also linked a calculator above to determine even more precise numbers, where you can set and calculate different character levels and much more without having to do long formula calculations. :thumbsup:

The issue is that this entire chart is littered with wrong info. For example, a capped hit rate of 95% is achieved at a 20 to 1 AR to Def ratio (meaning you have 20x the AR as your opponent has defense), when your level and your opponents level is the same. In your chart above, you have it listed at 18 to 1 ratio.
Just like always Dazer, you post inaccurate information to try to garner attention and seem like you know what you are talking about.
All you need to know about hit rate is this formula:
Chance to hit formula
(100 * AR / (AR + DR)) * (2 * atLvl / (atLvl + dfLvl))
AR = attack rating
DR = defense rating
atLvl = attacker level
dfLvl = defender level
