I think what Jagex has done is used the GE Tax money only on propping up the value of items, and negating taking actual gold out of the economy like they did with the duel arena.

Propping up the value is exactly what they are doing with the GE taxes, that is the purpose of it
Look at RS3, godwars equipment and similar stuff like that eventually became essentially worthless because so much was in the game and nothing was ever leaving

Big items like the Tbow should be valuable, makes it worthwhile to grind raids so they aren't DoA
