Budget: $5,000

Build Must include Windows 11 USB (135.99) Need (CPU, CPU Cooler (Prefer 420mm Arctic Liquid Freezer II), Motherboard, atleast 64gb of Ram (Preferably 32x2), SSD Only (4TB), 4090 is a must, Prefer a case to keep parts cool with good airflow, Prefer Titanium rated PSU, need thermal paste, and/or fans if build does not have sufficient fans. I prefer performance over appearance.

This is somewhat the idea of what it will look like, you can add extra lights / replace front fans .

The Thermal Paste pre-applied to the water cooler is fine, otherwise you could use something like Noctua to lower the Temps, but it will only be like a 2-3 C Temp Difference at most.
Sometimes hard to apply enough just right.

Maybe instead of 2x 32" monitors, get a 49" Ultra Wide.

The Cooling is pretty nice, Max Gaming even on the hottest summer days.

There's a gangster way to spend that $5k USD budget, I should have time later to drum something up for you.

Can you specify if you require monitor/peripherals and what resolution/hz are you trying to obtain?

and those peripherals are gross to even add to any system

I don't know if you're OK to watercool yourself, but imo if you're spending that much $$$ I'd custom loop it

EKWB or DazMode/FrozenCPU

Distroplate+Pump combo for Dynamic Evo, block, tubing, fittings, etc (no need to custom loop GPU but still within budget, can just do CPU for decent price)

Leaves you with enough money to custom loop without sacrificing any performance/parts

GL on whatever you do
