There has been no country-wide war affecting a European country since the end of WW2, so that's hardly surprising.


By the way, Putin himself had used a constitutional loophole to cling to power in 2008, when he swapped offices with his stooge Medvedev to get around the presidential term limits. When Russia invaded Georgia on the eve of the 2008 Summer Olympics, it was Prime Minister Putin, rather than the nominally higher-ranking president Medvedev, who addressed the press and met with concerned world leaders, making it perfectly clear who was actually still in charge in Russia.

The Balkan Wars didn't engulf all of Yugoslavia at once. Also, the breakaway states were only formed back then, so by the time the actual warfare took place on their soil, their leaders simply didn't face term limits or have to postpone regularly scheduled elections for inordinate amounts of time.

You said "martial law and legal loopholes". Legal loopholes are used all the time, including by Putin himself. And as I already mentioned, there had simply been very few chances to actually declare martial law in post-WW2 European history.

While fighting took place in Bosnia, Serbia and Slovenia were calm. At no point was the entirety of Yugoslavia an active warzone like Ukraine is today.
Regarding the political leaders of Bosnia and Croatia: those states broke away from Yugoslavia and then the war broke out pretty much right away. Hence, their political leadership didn't face term limits or elections yet while their (new) countries were at war.

Talking about former Yugoslavia, The West / NATO happily bombed and cut up Serbia, drawing new borders on the map.

When it comes to Ukraine the West / NATO have pointed out countless times that it cannot be allowed that Putin draws new borders on the map and it would be the end of the rules based order.
