NATO kept expanding eastward because all those Eastern European countries couldn't wait to get under its protective umbrella, so that they never have to suffer from Russian domination ever again. They joined NATO voluntarily, not because the US was pressuring or pushing them. In some cases, like for example Ukraine, they wanted to join but were rejected. If NATO was this aggressively expansionist organization that you guys make it out to be, and if it was fully dominated by the evil American empire while its European vassals have no agency and must do whatever Washington tells them to, then why were Ukraine's and Georgia's bids to join NATO rebuffed in 2008, based predominantly on resistance from Merkel and Sarkozy?
NATO's organizational structures weren't dissolved after the end of the Cold War, but its non-US members ramped down their military budgets and capacities very drastically during the 90s and 2000s, to the current point where they're barely able to mount
Because Merkel and Sarkozy knew exactly what is going to happen if Ukraine and Georgia join.
Russia don't care if you create a European Army as long as it doesn't have the United States in it. It is that simple.
