Might doesn't make right. Only in totalitarian regime would their own nation looks good in their history text. Righteousness is to recognize the guilt our ancestors so we do not repeat them. All nations will be judged.

The only way to uphold a worldwide "rules based order" is to have a global totalitarian government that can enforce those rules... through might. How else do you propose upholding rules?
