Yeah, that's why I was so confused. Scholz took the reduced US engagement for Ukraine as a justification to declare a budgetary emergency, which gives him the ability to suspend Germany's constitutional "debt brake" with regard to military spending. Tldr: this creates the legal basis for debt-financed military spending which doesn't cut into other areas of the budget, say social spending or healthcare.
These legal shenanigans have nothing to do with a state of emergency in the way the term is usually understood, with curfews or suspended civil rights.
