Fine Tuning is not a real argument for anything, its just an assumption.

A simple example:
Fish seem to be "perfectly designed" for water. Does that mean water was created for them? No, rather, fish have evolved over a long time to adapt to water. In the same way, all life forms on Earth have adapted to the conditions of our universe. If the physical constants were different, perhaps a different kind of life would have emerged – or none at all – but that doesn’t mean there was a deliberate fine-tuning.

Also, as always of course, saying the answer to anything is god, like in this case, saying "god designed it" would just shift the question from one point to another. Answering a question with a wild guess - which is an unexplainable mystery by itself - is stupid anyways. Its useless and doesnt help anyone.
