Yeah, level 93 or higher, for maximum odds of +2 class skills.
The actual properties of the magic Amulet are completely irrelevant. Only the ilvl is actually used.
As of now, it is likely that the next edition will be for everyone, based on topic replies and numerous questions which I have received through PMs.
Two implications: the guide will probably be extended and hence the spoiler will probably stay =)
