Despite everything that has been going on in this thread, here is what I have gathered and what I am doing for now.

Gear
Helm: Guill's face as a temp until I get my last Dmg/IAS jewel. After will be 30 frw with a 38/15 39/15 and a (TBD 38/39/40 15ias jewel). I was going to get 3 40/15s, but decided since price is significantly different and I mostly care about ias, the few % of missing damage from perfect won't be the end of the world.

Amulet: highlord's wrath

Armor: Archon Plate fort

Weapon 1: Faith GM Bow 3 skills 15 fanta 2 skills roll (super lucky!)

Weapon 2: Harmony for vigor

Ring 1: Raven

Ring 2: TBD (looking for a reasonable dual leech ring, currently played through to hell with a manald heal)

Belt: Razortail

Gloves: Laying of Hands Bramble Mitts

Boots: Currently some rando Waterwalks I had laying around. Debating to find some tri res boots, or just go with wartravs


Skills
Passive and Magic:
1 in all Passive and Magic tree
20 in Valkyrie
20 in crit? (undecided but currently my points are going here. might add a couple more into pierce and Magic Arrow?)

Bow and Crossbow:
1 in Magic Arrow
1 in Cold Arrow
20 in Multiple Shot
20 in Guided Arrow
1 in Strafe for tight areas.

Stats
enough in strength to use gear
rest into dex

Merc
I have not put any of this gear on my merc yet so I am sure my clear will only get much easier. This is what I will be putting on him when the time comes.

Helm: Andy's soc with 15 ias 30 fr jewel
Armor: Ebug fort, duh
Weapon: Pride (debating which base to use currently, but will most likely be an eth CA)

I am only level 70 and only working in act 1 hell currently. I have been walking this through each difficulty and it has been a breeze so far (no shocker there). My strategy is to just kind of fire off MS in the direction I am running every so often to pull/clear groups out before I can even be hit. Most of the time I am killing them with 1-2 shots of MS for non elite/champion packs. Although the elites don't seem to last long either. I will update when build is complete with whether I recommend or not. So far it is very expensive, but a ton of fun. I imagine you can create a cheaper version of the gear set I am using, but that is not what I am trying to do.

when you get your 45ias helm you need to use nosfe for 95ias bp, and so you need to put more points in pierce
don't max ms, you need it lvl23 exactly
if you want to kill physical immunes you need to max magic arrow
if you're going into places where there are burning souls you'll be in trouble as a full glass canon, you'll probably need to get capped light res and get some more life

Maybe I am crazy, but 20% ias from gloves, 45% ias from helm, and 33% ias from lvl 15 fanta is over 95 ias bp? I am not claiming to be right, I just think the math is correct unless there is something I am missing.

So far I have had 0 issues with physical immune with only 1 point in magic arrow. I might still add more and update again at full build. I do have my merc mostly done now and will include the full final build in case anyone else is looking for this later. I am working on finding res charms etc for the inventory to make myself slightly more durable.

Fana works different than that

95 is tje ias u need after taking count fana aura

No-ones trying to manipulate your behavior. You did that on your own

Any build works. Whether it works properly or best is the question.

fana doesn't give ias
it gives Eias, that is, ias not subject to diminishing returns
