but i do not know if i am reading this right if i wont a 15-20% cast i think it sead i have to be lvl 5
is that right if all i want is the 15-20 cast the rest is just extra

+(15-20)% FCR using the caster amulet recipe requires an output ilvl of at least 5.

ilvl = [clvl/2] + [ilvl/2]

so you would have to be lvl 6 because 5 is odd and would round down to 4 /2 to =2
so clvl6/2 + ilvl6/2
3+3=6
so i need low clvl and low ilvl to get myself a 15-20% fcr ??

or am i not seeing this right

No. Again,

IF ilvl<5, the +10% FCR suffix is not yet available, so you only get +(5-10)% FCR (as a fixed property) from the caster amulet recipe itself.

Only caster amulets satisfying ilvl>=5 have a chance to get +(15-20)% FCR.
