Have a question about upgrading crafted items. Can this be done on crafted items?

Just wondering about crafting blood axes. Is there a certain level I should aim at for these?

Good Guide, but am still confused...
What if you don't gamble and just found items by iLvl85+

if i were to find a ring or amulet at baal (which is of course ilvl 99)
Would i need at least lv93 to craft a +2 skills 20fcr +30str amulet?
Would i need at least lv77 to craft a 10fcr +20str 20-40life ring?
