no you do not need to suffuse the item if you plan is to simply transmute. you just break the items down into essences (It breaks into a random magical level witht he max being the magical level of the item you broke down) to create an item you combine an essence witht eh same level and magical level as an item and hit transmute. it will give you new item with random magical properties.
In order to do say Tier III essences you need to do enough tier I to rank up to tier II and so on. it is very time consuming and does not start to pay off until you are rank 20+
