How can the realm down without any prior notice, I just lost items during an exfer because of this. Outrageous, I'm so pissed off.

So you are suggesting that D2JSP change Blizzard's realm issues?

Realm downs and temp bans don't come with a warning as its a punishment for joining and leaving games too fast. Slow down during your xfers and you likely won't have an issue with it in the future.
Also always xfer with a friend incase this happens. That way someone can grab your items and you can retrieve them later.
