Google "Ladder Slasher stat chart" and you'll find this:
https://forums.d2jsp.org/topic.php?t=79323827&f=74Study this chart and learn what is max for each level. Generally Tier 1 and 2 items are crap since Tier 3 is useable at Level 1.
So for example, at Tier 3 you can get up to 15 Strength or 15 Dexterity. Charms and Armors (Tier 3) are valuable with +15 Strength or Dexterity.
At Tier 4, they can go up to 20 Str/Dex.
and so on...
For weapons, you want Enhanced Effect. Study the chart to see what the highest possible is at each tier.
That is just the basics. There's much more to it than just that, but that should give you a head start.
