IAS doesn't really exist there is just heavy weapons and normal weapons and arguably quickdraw, although quickdraw is pretty uncommon, generally better off with flat strength/. The other thing to watch out for is the damage changes for weapons based on how much strength the user has.

https://forums.d2jsp.org/topic.php?t=91874826&f=74The TLDR version is each tier of weapon is about 20ee better than the last one. (each tier is 5 levels above the previous)
So lets say you're using a 90ee level 20 weapon, to get more damage you'd want a minimum of 90ee at level 25 or 70ee at level 30.
As you are using a barb, you should consider buying some strength charms as these will also increase your damage. Charms with ee will make the charms damage/healing increase, seeing the barb only has 5 intel, this is something to avoid as it doesnt help you whatsoever as you shouldnt be casting.
In terms of armor, ee will have higher defense, strength will give you more damage. both are usable. Again for EE armors you should look to swap quite often, a 50ee level 20 armor would have significantly more defense than your current level 5 armor with 77ee
That's pretty much it though.
Replace weapons every 10 levels or so.
get strength charms.
get ee or strength armors.
