Hey all, quick question if anyone can answer. I want to change my account name to a name that is already in use but the account has been inactive for almost 20 years.

Last active 2003 is there no way to claim this name that is held captive?

The name you choose must not already be taken. Old user accounts will NOT be deleted under any circumstances.

Yeah not too happy but it makes sense, for example you log back on wow have to change your name and also someone has stolen your guild name.

The only way is to send him/her a PM and negotiate with the user, we do actually have a lot of users returning after being away for 10 years or more, especially with the launch of D2R.
