Is it against the rules to spam topics (not trade topics) accusing somebody of having multiple accounts? I didn’t realize post count and join date was that important to long time users, but I digress. I have been repeatedly harassed by a user via pm and it is now spilling into my general chat topics. Is this against the rules?

Yes it is against the rules - report the post and block the user -> move forward.

If the same users are following your posts and spamming them you can gather them up and forward them to a Trade Moderator.

I assume you have already added the user to the block list, and this is the reason why he moved from harassing you via pms to spamming your topics.
If it became extensive, feel free to gather a bunch of examples and drop a pm to an appropriate staff group.

Site rules apply everywhere, while trading rules apply only on trading grounds.

Yes sir, that is considered spam and harassment and if it happens to you then you may hit the report button on the post to report it as spam or harassment.

On the other hand if you suspect and have evidence that a user is browsing with multiple accounts, going about spamming people's posts and calling them out is probably the worst way to go about it.

Following a user around and spamming their topics is a violation of rule 3, no spamming or trolling, and is still harassment which is a violation of rule 1.

If you have not already blocked this user, do so. Report the posts and move on. By replying to their posts and engaging with them you are now spamming as well. If this does not work then you can collect the incidents and forward them to the staff.

However, because these are not happening in trade topics your appropriate staff group would be the Junior Modorators in this case.
