Currently the Diablo 2 Resurrected forum is trading via Battle.net on Europe, Asia and Americas.
All three of which post in the Diablo 2 resurrected forum.
If I am not mistaken this is considered "cross realm" trading. Is this still illegal? or am I mistaken on reading this rule?

Can someone please clarify this for me?

Illegal Trades:

Do not steal other people's trade threads. (you may be warned for this, as it is spamming).
No trades via PM. (It's harder to prove a scam via PM than from a trade thread, so always negotiate and deal through a trade thread, not PM).
Do not trade for / sell real life items outside the Donor Forum. This includes but is not limited to CD keys. No linking to any outside auction or trade sites.
Do not trade accounts, characters, or names. (Exceptions: Eve Online, Diablo 2: Names are allowed)
Be specific in your trades. List everything that is for sale, especially in packages, with as much detail as possible. Unlimited quantity sales are not allowed.
Do not offer fg/items you don't have.

Do not trade items cross games/realms/cores.

Do not use false advertising to describe an item. For example, if an item is a common dupe and is being sold in mass, it cannot be described as legit/perm/whatever else you may use to imply the same meaning.
Do not advertise items not directly for sale via d2jsp. This includes advertising an item that is on an auction house within a specific game.

D2jsp for Diablo has always followed what blizzards ToS says. Which is why the talk of third party software to alter D2 is illegal to talk about or discuss here.

Considering Blizzard allows anyone to pick what realm they want to play on and change at will I don’t believe that rule is specifically meant for Diablo 2: Resurrected because Blizzard didn’t intend the game to be that way. Not to mention it would be almost impossible to know what realm the item originated on because well Blizzard allows it and it’s as easy as clicking a button on the Blizzard client.

This is also directly from the rules. Their rules, their discretion.

“”Interpretation of rule violations is up to these sole discretion of the d2jsp Staff. If something is borderline, such content or behavior is strongly discouraged””

This is also a guide coming directly from the D2jsp staff specifically for Diablo 2: Resurrected
