I was wondering the process for how one would sell steam balance like they are doing in this part of the forum. It appears the process is make a deal in a trade thread > add the user to your friends list > wait 3 days > do the trade. Is this accurate? Is there anything one should know about regions / currency restrictions? Like, if I'm in the US and buying via USD can I still gift that to someone in another region / currency? Anything that limits trades with the steam account? Like, account age, min number of games, vac bans, etc?

You can’t post ft only able to fulfill others needs.
3 day wait time I believe for being a friend with them in order to gift
I’m not 100% sure because I don’t trade bnet/steam balance

You can find all the Steam Rules Here, In Addition please make sure to Read the D2JSP Rules as well, so you have a better understanding.

For the most part you want to trade in your currency to avoid any issues (Sometimes it can happen, specially with Credit Cards)

I would HIGHLY recommend you also Request a Mediator for any Trades Involving Steam Balance.
