There is no way for me to pay a one-time fee to increase it permanently?

The only other way is to become a Verified member and that will increase your inbox size BUT for that you'd have to re-up once a year instead of 30 days.

You're reading the rules for Customer perks, Verified member Perks where you have to submit your photo ID for 1 year is different.

Are you double sure?
According to the Requirements for the Verification Procedure, "All other criteria above must be met first!".
"Purchase Within 30 Days" is in the 'criteria above.'

*Not to mention it literally says I'll lose the Verification Tag if I don't purchase every 30 days.

You'll need to reactivate customer's perks first which will require you to make at least a minimal $10 purchase in-order to access and screen for the next tier which is the verified stats - which of course further increases your inbox.

Both will require you to at least make a purchase of $10 a month to maintain.

was simply saying you can increase it even further (an extra +50 slots) by maintaining the Verified requirements which is annual.
You are also correct that to maintain any PM box size increase, you must be a 'customer' at minimum which involves a monthly purchase.

I have been verified for as long as I can remember, pretty much since it's release aside from a few spurts of being inactive. The PM box size increase is single-handedly worth it - it's same price as buying 2 coffees or something along those lines.
If you're trading a lot, the extra images within posts and increased edit times are really nice bonuses too, I suggest giving it a try
