if i buy RP in league of legends section, can I use them in Valorant too? cause its Riot or I can't?

You can only use them in League of Legends as far as I know.

/edit: I see online that Riot Games prepaid gift card and the existing League of Legends card can be redeemed for VALORANT points. RP cards can only be bought in the donor forum (real life trades).

There are two options to get screened for Donor Forum access. The first is to donate $25 in a single transaction. The other is to use the Star Upgrade Tool to offer FG for another user to donate money on your behalf.
