You can send a pm to anyone you want. It is not a violation of the regulations

Private messages are unmoderated in anyway shape or capacity.

unless a scam occurs. then pm's are necessary.

everyone knows that lots of the trades are done via PM at this point, but the rule never was removed, it seems. its some sort of customary law ^^

i'd say it could be considered BM by the person you sent a PM to, as they might not give a rat's ass about your items and think you're annoying them. which could cause them to not want your items on that basis alone

Basically. It's not enforced, just discouraged. Having trades done in PM make it a bit harder to find who is at fault during a scam. If every communication is done within the topic it makes it easier as it's all public info.

However when a scam occurs, PMs are always requested anyway.
