anyone have a lead for a solid and free tool for PC cleaning and performance optimization?

If you use anything outside this list, make sure you run it through Virus Total first.

Nothing cleans better than a reimage. I recommend it as usually this is the most ideal situation.

I've been using CCleaner for a long time, works great, it normally searches for drivers as well, its about $3 per month or so.
