how much you spend or donate to the site or how close you are to moderators and admins do not affect how we do things here because we adhere to strict and specific guidelines when moderating the site.
With that said

blocking a user would 100% prevent them from ever harassing you in PMs again and if the user harass you in your posts then there is a report button on the very top right of every post window you may use to notify members of staff.
