Do you have any other snipping software running? i.e gyazo, push, etc.

If that all fails, I'm maybe thinking something is disabling your windows updates. I'd try running Malwarebytes, and if that doesn't detect anything, you can try running the repair tool 'Tweaking Windows Repair', I use it for repairs somewhat frequently.

You can try running snip tool as admin just to see if it works, and if it does, maybe you have a third party antivirus interfering? To do this, just search 'sniptool' and run as admin. See if it works.
