Resolution downscaling does not help when it's cpu bound, if you run poe at 64x64 it will have same fps as 4k in a breach because the cpu has to do just as many physics calculations among other things. Downscaling does help when the GPU is the bottleneck, but there's just no way it will be in this case. my Gtx 960 never gets 100% utilized by path of exile unless I'm in my empty ass hideout, and I would venture to guess the Polaris GPU on Scorpio will be more powerful than a 960, while also having a cpu that is slower than mine in single threading. Mr. Cainer doesn't know what he's talking about, I'm afraid...
id like to see how the scorpio handles beyond breaches with pack size
or double beyond in general
my core 2 duo oc'd to 3ghz could handle rez boxes with no pack size. it's not an accomplishment
PoE can't take advantage of the Jaguar cpu's strengths which is a lotta cores and only compounds its weaknesses which are the low IPC of a Bulldozer revision + the low clock speed.
PoE would be much more suited to the next gen of consoles that use Ryzen.
