I am wondering where can I see or get info, aprox, how much EE on weapong is same as xxx EE on 5, 10, 15 lvl higher weapong?

For example, lvl 15 100 ee club is same as lvl 30 60 ee club?

Secondly, is it possible to play sith top tier ee rolls on tier 3, lvl 15 /30 /45 lvl weapons/armours where 45 is also MQ one?

For your 2nd question, it is possible to play with gaps in gear.

I'm currently using a lvl 40 weapon and 50 armor to get to mq. It's not pretty, but it's certainly doable. My stat charm is level 10...

Hardcore isn't easy to find gear, not many playing so the market is fariy lacking. Softcore isn't nearly as bad to find usable stuff for sale.
