Does the monster that spawns level based on the item I put in or the level my character is?

Currently lvl 46, have some whites that are lvl 20-55, same boss for all whites?

This information is false (unless the latest update changed something), it is based on the old Welling in town information and was posted in 2008.

The monster difficulty is based on the Tier of the item thrown into the Well. So at level 30 and putting in a Tier I white in the Well, you will kill it off way easier than being level 30 and dropping a level 15 White item in the Well.

Test it out for yourself based on what information people have given so far, also, with lower level items thrown into the well, it decreases Drop Quantity, as for close to your character level, drop quantity is good, items at your character and level become a lot harder and people state that you get more drops. (I personally don't believe that). Oh... the experience gained (on bar) will also be different than killing normal monsters.
