IE: if you are level 50 then monsters can be range 47-53, they will most likely always be 53 in a td?

Hmm... okay so lemme preface this by saying that I haven't tested out this specific event yet, but... I'm pretty sure I know how these event properties work, so lemme reexplain

Normal trapdoor monster level is +1 - 5 levels (per trapdoor). +400% trapdoor minimum monster level therefore means that trapdoor monster level is now +5 - 5 levels or you could say that with this event, every trapdoor is now guaranteed to add 5 monster levels. And increased monster levels is a much smaller effect on drops than monster difficulty in terms of whites. However, if you are not already ~lvl 55+ then you will see an increase in maximum possible tier of drops and see slightly increased drop rates of items per monster. And yes, harder monsters do tend to drop better items and more items, which means item quality and item quantity is increased, but to my knowledge doesn't actually change which stats roll. For drop quantity, especially whites, that 33.33% increased monster life is going to be doing a lot more than 5 levels from a trapdoor, and the 5 levels will probably make a bigger difference with respect to making the monsters stronger
