I think it's safe to say and the overall community might agree that there's very few true tank armors for sale that have a good ee.
How does adding more into Int help with tanking? I've never seen a HH or Pally or other tank put points into Int.

I think he is referring to the quality of the armor... the higher EE on it means that the quality is higher (Passive). Intelligence & Vitality stat points increase defense: Intelligence vs Magical and Vitality vs Physical... but I am guessing the Mod "+X Physical or Magical Damage Reduction" would be better on armor (again Passive because of the armors quality by having those mods on it).

Donning an Armor does not increase in experience, you are taught how to put it on and you repeat the process.
Gaining Defense proficiency is based on how you dodge, parry and move with your armor on, you need Dexterity and a combination of Strength, it is not a proficiency you can give just from putting on the armor.
I also should have added that my view would be slightly different if there were Shields in the game, fundamentally a shield does provide more defense, HOWEVER, skill in using a shield with your weapon and armor should have Shield Defense proficiency. And of course you should not use a Shield with Heavy weapons, but you can wield Arm bracers for additional defense without gaining Defense proficiency.
There are other things that could be added to the game.
If you want a defense prof, first take a look at the mods you get on items already, parry, block, phys or magical damage reduction ... doesn't need to be a prof.
