still a master has some low chances to beats a grand master, but a casual player with no rating has absolute 0 chance to win vs any master.
the chance to win is calculated with the difference of rating
top = 2800 elo (maybe outdated, unsure those days)
grand master= 2500 - 2700 elo
international master = 2300 - 2400 elo
master = 2100 - 2300 elo
expert = 2000 - 2200 elo
casual player with no rating = 600-1000 elo
almost all players with rating over 2000 were already playing tournament when they were kids.
i think IM is 2400 or more
started lichess 770 in 2019 and now i'm 1600ish (were over 1700)
those ratings have around 200 inflation vs basic elo so indeed it would be very tall order

but then again i haven't studied very hard so 2000s should be possible
