Those who are on your Block List should not be able to quote you.
Another option is to disable notifications for when a Blocked User quotes you.

I don't want to be notified when an asshole quotes me.
Right now, there is one asshole who is obviously trying to get under my skin by doing that, and he spreads misinformation about me and causes trouble.
I think that if he is unable to PM me, he should be unable to quote me as well. I don't want to be notified or participate in conversations with him.
