I have tons of Level 35 Pokemon.

i might see worng but 1000 FG for 1 level 40 seems a bit too much

Level 40 is only available to Shiny Legendary and Shiny Ultra Beasts, you buy the Level 20 or 25 (whichever is available) Pokemon then pay an extra fee for me to power it up from Level 20 or 25 to 40 or 50. They are expensive because they come from raids and you don't have to use your candies and stardust to do the power-up.
