We don't know exactly when the last walk was... IF we consider the worst case it was at 67399.
Because 67400 is the first report we saw after the walk.

MaHaZaeL is right, the walk happened anywhere between 67318 and 67399. There's no way to know the walk count more accurately

Usually the first report after a flash walk is the walk count + 1.
