According to Arreat Summit that is Affix Level 68 (68*.75=51)

Only thing left to say is that Arreat Summit is wrong, and that +31-40 life on a helm is ilvl 80.

Planet Diablo and Amazon Basin both say alvl 68 but req 60. is 75% of alvl not always true or idk
