I am not sure what you want to hear here.
Required level and affix level are two different things that some drunk blizzard employe typed in a table sometime 25 years ago. And in that particular case he typed 60. Thats the reason.
Most of those two number pairs have the relation that afix lvl * 0.75 = rlvl, and rounded ofc. But it was never a hard rule.
