Nothing, what would happen? You can write 1:5.235383 if you wish. The goal is to let you know how many times you need to roll to get at least one. Phisically need to be a round number but mathematically it can be any natural number.
So for Netherlands if you need to roll 22 for guaranteed 1., so 1:22. For France you need to roll only 5 times cuz they rocks, 1:5.
I can't imagine anything easier than this. Also bookies odds are a good teller as well, so if France is 3.4 odds, Netherlands is 9.5 is also a good indicator that France is almost 3 times likely to win the whole thing than Netherlands.
And then you come with 22/5 and 5/1...Also the other topic with American ML's and "odds" and full headache. But I suppose shouldn't be surprised from nations using miles.
