its weird when flyers had it with pronger it counts until day 1 of the season but pre season you are allowed to go over the cap by like 10% or some thing so technically you could sign their cap and then as soon as season starts they go on LTIR and it all gets sorted out
pretty convenient for the lightning really

gms want to dump cap without losing good players most times though because if they are doing that they are trying to contend not dump cap and get worse
if anything i see the nucks taking on contracts for bonus picks/prospects and just building through the draft or maybe trade those picks for shit
