He's taking his time and studying a very volatile situation, his example is one many people should follow, rather than giving a knee-jerk soundbite to the media. There many millions of of people who haven't commented on this, they aren't being criticised, let's keep it in perspective.
His family history gives his some hesitance when getting involved in situations like this. I doubt he wants to exacerbate this situation with ill thought out comments, especially with many NBA teams currently in the country. Look at Adam Silver's clarification statement, it was carefully thought and purposefully worded to try and appease everyone, yet China still shit the bed over it, it only made things worse.
I'm sure all the NBA stars have been advised by their PR teams not to give media soundbites, they can be twisted and used against them. Kerr's follow up statement describes what many more people should do, but don't:
