Your analogy is like putting a lawn mower on the front of your car and a garbage can on the back and then call it a combine harvester. It's still a car and this game is still a first person shooter.

According to your logic (as far as I can conclude from your half 'n half sentences), there is no difference between modern day first person shooters and role playing games.
World of warcraft -> Role playing game. Diablo series

Role playing games. Unreal series

First person shooter. Call of Duty series

Btw, would you buy a first person shooter where you can do nothing more than shoot with the same gun, no story line, just monster after monster mow down?
For a first person shooter to be anywhere near succesfull, you need to have RPG elements and have the option to level up your character, guns or w/e and have a good storyline.
So I guess the best way to name the game would be, as quoted; an action game. (though that could be widely interpreted)
