Can't say I remember who but I remember someone getting an inc from it, and I remember it being a somewhat reliable source. Plus it's in the Wiki.

Phoenix reborn supposedly has a chance to drop them as well, but IDK.

They can drop a Spd pot like 1-5% of the time.

I know that's some serious treasure right there :rofl:
