edit: Does it benefit my current pet to level up another ???? pet and max out its skills before fusing the two together? That's what I've done so far, but I don't know if it's made a difference. Or can I just fuse it with another random ???? rare pet and get the same benefit, etc.?

It does make a difference if you want to unlock the max level on your next tier pet.
