Maybe they increased the drop rate

Have there always been 13 tiers of armor? I could have sworn it was 12 and I tried to find if it was changed in patch notes but didnt see anything about it. I know the top tier armor values havent changed, but maybe a lower end armor added? Or am I just going crazy
