The old lesson always works: if you don't find a reason, chase the cash flow.
One example with D2R bot ban waves:
Blizzard D2R key price = 40€, 2000 bans. New players from repurchase = 100, Blizzard income = 4.000€.
Blizzard D2R key price = 25€ (discount week), 2000 bans. New players from repurchase = 2000, Blizzard income = 50.000€.
The old question: are they able to discover bots? Clearly yes whenever they want, software engineers don't get suddenly 2000 IQ 1 week before discounts. Moreover most of bots are open source so it's enough to inspect the source code to discover a way to catch it.
This demonstrates that if they do something, it's because they have analysed the ROI and it is for sure positive.
My 2 cents: probably Blizzard did not yet find an equilibrium between JSP and D4 and at the moment JSP and other 3rd parties sites have still a negative impact on their economic roadmap, that's why they're spending effort to go against it.
