It's not about "telling anyone" so, it's about following the rules the way they are listed, not taking actions because you think something is gonna happen, even if it's obvious it's gonna happen.
I don't see a rule that says you can break a rule as an admin. Yes, you can take action, but not one that's out of line such as this.

Better yet, expand the rules and have sub rules. This usually answers all FAQs and Scenarios
