I know right? the rules seem so fucked up now, but back then they made a ton of sense. They were based on the LLD101 Rules, which at that point had become rather dated due to leadership quitting and then got it going on JSP.
The reason you'll notice all the physical damage classes are lower level is due to the lack of skill synergies back in that patch, caster HAD to be higher level in order to compete since they didn't scale nearly as well with gear/charms. The only rule there I can't remember too well is the assassin charge-up skill one, I think it was just poorly worded, and meant you couldn't just stack tiger/cobra striker charges and use a finisher... since the charge-up skills were allowed, and the finishers were too, just not in full conjunction. (Since Striker's level 20 assassin could one-shot HLD's with 3 charges of TS, which took a total of 25 frames...)
I was actually in high school still when that thread was made as well, lol. I started LLD'ing at 14 or something after Striker_99 introduced me to it with his 16barb, and I was in love with the concept of creating chars that could take down higher levels with ease ever since... in prettymuch every game possible too.

Sorry GS, lld didn't die in 2003, nor will it die in 2012.
LLD as it was did die with 1.10, since the patch was so game-changing all of the builds people had put months+ into were turned to shit. It was a total reset on the idea of LLD, and required a whole new set of rules etc. in order to continue to exist.
LLD as a whole though will never die, even when d2 servers go down, the concept will live on in every game in which it is viable.
